Why aren't they truly capping T1 Nodewars?

Having a cap of 230AP/260DP is nice for newer guilds to get into nodewars. But what's that cap really worth when you have entire guilds dedicated to T1 nodewars and their whole gear around that cap?

Why isn't PA just capping special attack damage, human damage etc. pp. to make it more equal? I get that better gear should mean better outcome, but not in T1 nodewars.

Which grind dailies to look out for?

As the title states, for example in Grana and Duvencrune, there are NPCs that ask you to kill 700 Pollies/Kagtums respectively and reward you with a chance accessory of your choice. So if going for mushrooms or wolves, it seems beneficial to grab these. Any other examples in different locations? ( now i know that every grind zone or most have local dailies that reward you with 1-2 caphras and some other stuff )Thank you for any info in advance.
